US Census – Local Update of Census Address (LUCA)

The Central Texas Council of Governments hosted LUCA training for elected officials and municipal staff in our region on October 25th.

What is LUCA? The “Local Update of Census Addresses” is the only opportunity offered to tribal, state, and local governments to review and comment on the U.S.Census Bureau’s residential address list for their jurisdiction prior to the 2020 Census.The Census Bureau relies on a complete and accurate address list to reach every living quarters and associated population for inclusion in the census.

Regional officials were provided an overview of the program by James Castagneri and Lacy Loftin, explaining the background and importance of the program. Dorothy McKinney explained the functions of the Census Geographic Update Partner Software (GUPS), an open-source mapping program that is provided free to any government that wishes to provide accurate street and address data for their community.
